Declaration of perfume and cosmetic products

All perfume and cosmetic products in Russia are subject to the procedure of mandatory declaration.

The procedure of declaration of perfume and cosmetic products includes:

Conduct of the necessary tests:

  • physical and chemical tests
  • organoleptic tests
  • microbiological tests
  • expert assessment of the quality and consumer characteristics of perfume and cosmetic       products
  • determination of content of heavy metals, etc.

1. Obtaining the certificate of state registration (for products that are subject to state registration)
2. Registration of declaration of conformity by certification authority (which has accreditation for the certification)

Documents on the procedure for declaration of perfume and cosmetic products are submitted in full set

 

Set of documents submitted by the applicant to the certification authority for the registration of declaration of conformity for perfume and cosmetic products of home manufacture:

  • Application for registration and declaration of conformity of products
  • Statutory documents of the manufacturer
  • Sanitary and epidemiological conclusion or certificate of state registration of products (if any)
  • Composition (list of ingredients)
  • Protocols of product testing issued by accredited testing laboratories / centers (if any)
  • Annotations, labels (drafts)
  • Sanitary-epidemiological conclusion on the manufacturing process
  • Agreement (contract), if the applicant is not the manufacturer
  • Contract for performing the confirmation of conformity

For products of foreign manufacture:

  • Application for registration of declaration of conformity of products
  • Registration documents (VAT certificates, Primary State Registration Number – PSRN, statistic codes)
  • Sanitary-epidemiological conclusion or certificate of state registration of products (if any)
  • Composition (list of ingredients)
  • Protocols of product testing issued by accredited testing laboratories / centers (if any)
  • Annotations, labels (drafts)
  • Documents confirming the safety of products (certificates, safety certificate MSDS, declarations, etc.)
  • Contract or power of attorney from the manufacturer on the right of representation of his interests in RF
  • Contract for performing confirmation of conformity
  • All documents must be submitted in copies certified by the applicant.

Duration of the procedure of mandatory declaration of cosmetic production is ranging from 1-2 weeks.

  • Services of certification authority
  • RDG cervices
  • Translation of documentation
